What are my chances of getting into a good college?

okay so freshman year of high school i had all a's and b's and like a 3.8 gpa. sophomore year i had b's and c's and about an 85 average. my junior year has sucked. first semester i had like 2 b's and all c's and a 79 average. now its second semester and i have 3 b's and 3 c's. my grades have just gone down since freshman year and now i feel that when it comes time senior year to go apply to college i am going to not be able to go to a college of my choice. on the bright side of things, i currently in the process of getting my eagle scout award and i have a 1640 SAT score and waiting for my 2nd scores to be posted online, . i am hoping to go to a college in the south such as lsu, university of south carolina, or florida atlantic, just to name a few. ive been so doubtful lately about getting into a good college so please just tell me what my chances are for going to a good college
